Scott R. Shepherd, 57, of Carrollton, passed away unexpectedly on Wednesday, Feb. 21, 2024 in his home. Born on June 4, 1966 in Steubenville, Ohio, he was a son of Richard “Dick” H. and Janet (Hartsouk) Shepherd.
