ASPHALT MATERIALS & ROAD OIL

Sealed bids will be received by the Board of Commissioners of Carroll County, Ohio, at the office of the Carroll County Engineer located at 200 Kensington Road NE, Carrollton, Ohio, up to and opened at 9:00 a.m. on Thursday, March 14, 2024 for asphalt materials and road oil to be used by the County Highway Department or any of the 14 townships which comprise Carroll County for the period of April 23, 2024 through April 22, 2025.

Liquid material bids shall be the price per gallon F.O.B. at the stated source for quantities less than 1,500 gallons and/or transport loads delivered and unloaded at a location in Carroll County specified by the County Engineer.  The bidder must submit proof of certification with the State of Ohio Department of Transportation for the material bid at the time of the bid opening.

Plant mixed asphalt material bids shall be the price per ton F.O.B. at the source and/or delivered and unloaded at a location in Carroll County specified by the County Engineer.

The Board of Commissioners reserves the right to accept and/or reject any or all bids and to determine the lowest and best bid.  Length of haul, temperature correction and availability of material will be considered when determining the lowest and best bid.

All bids shall be on the “BID FORM” provided, shall be signed and include a Delinquent Taxes Affidavit.  All bids must be sealed and plainly marked “BID – ASPHALT MATERIALS AND ROAD OIL” and mailed or dropped off to the Carroll County Engineer’s office as noted in the first paragraph above.

NOTE TO BIDDERS:  FUEL SURCHARGES WILL NOT BE ACCEPTED; BID ACCORDINGLY.

INVITATION TO BID

CARROLL COUNTY CR 54 PAVEMENT RESURFACING

    CAR CR 54 3.96              PID# 119998

Sealed bids, in accordance with Carroll County’s plans and specifications for the CARROLL COUNTY CR 54 PAVEMENT RESURFACING, PID# 119998 in Carroll County, Ohio, will be received at the Carroll County Engineer’s Office, 200 Kensington Road NE, Carrollton, Ohio 44615, until 9:00 am local time on March 7, 2024, at which time they will be publicly opened and read. Bids shall be submitted in a sealed envelope plainly marked:

BID – CARROLL COUNTY CR 54 PAVEMENT 

RESURFACING CAR CR 54 3.96 PID# 119998

Specifications and other contract documents are on file for review at, and copies of same may be obtained from:  Carroll County Engineer’s Office, 200 Kensington Rd NE, Carrollton, Ohio 44615 (Phone 330-627-2345).

The Engineer’s Estimate for this project is: $475,190.00

Construction Work shall be completed 120 Calendar Days after date of Notice to Proceed. 

Each bid shall be in conformity with the Ohio Revised Code and all bids and certificates shall be upon the forms furnished with the specifications.  All bids shall be delivered to the offices of the Carroll County Engineer at or prior to the date and hour specified for receiving bids.

In the case of corporations not chartered in the State of Ohio, the bid shall be accompanied by a proper certificate of the Secretary of State, certifying that such corporation is authorized to do business in Ohio.

The EDGE Goal for this project is:  6%.

Each bidder shall be in current good standing on the Ohio Department of Transportation Pre-qualified Contractors List kept by the Office of Contracts.

Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Industrial Relations.

The Board of Commissioners of Carroll County reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received which is deemed most favorable to the County at the time and under the conditions stipulated.

The Commissioners further declare that they will award the contract for this project to the lowest and best bid, which may not necessarily be the lowest bid.  No single factor will control the Board’s decision to award, and the Board reserves the right to exercise its full discretion.

Bidders shall comply with the Affirmative Action-Equal Employment Opportunity requirements set forth in the specifications.  A Bidder/Contractor will be deemed committed to the goal of such bid conditions by submitting a properly signed bid.  Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap or national origin.

Record Retention – As the LPA, ODOT or the United States government may legitimately request from time to time, the contractor agrees to make available for inspection and/or reproduction by the LPA, ODOT or United States government, all records, books, and other documents of every kind description that relate to this contract.

Drug-Free Work Place – The Contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers’ Compensation Drug-Free Workplace Program or in a similar program approved by the Bureau of Workers’ Compensation and in good standing with the Bureau of Workers’ Compensation.  Contractors that are not previously enrolled in a drug-free workplace program must enroll in such a program within 10 days of the bid opening.  Any Contractor that does not meet this requirement will have their bid deemed non-responsive and cannot be awarded the contract.

Public Notice

On December 18, 2023, the Carroll County Board of Commissioners entered into an agreement with GovDeals, Inc. to provide online auction services to the County for calendar year 2024. Carroll County hereby creates the following rules pursuant to Ohio Revised Code 307.12:

The Carroll County Board of Commissioners has determined that surplus property including motor vehicles acquired for the use of County offices and departments, and road machinery, equipment, tools or supplies, which is not needed for the public use, or is obsolete or unfit for the use it was acquired is appropriate to be sold by internet auction, and by a resolution dated December 18, 2023, the Carroll County Board of Commissioners has declared its intent to sell property through the Internet.

The auctions shall be conducted on a continuous basis through accessing the Carroll County website located at www.carrollcountyohio.us/public-notices and clicking on the GovDeals icon. The surplus items shall be posted for ten days including Saturdays, Sundays and legal holidays. 

The County will also post a notice of such Internet auction on the bulletin boards on the second floor of the courthouse on a continuous basis.

A notice will appear continuously on the County’s website that surplus property is available through Internet auction.

All property is offered for sale “As Is, Where Is”. Carroll County makes no warranty, guaranty, or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale. The Buyer is not entitled to any payment for loss of profit or any other money damages – special, direct, indirect, or consequential, and

The County reserves the right to reject any and all bids and to withdraw from sale of any of the items listed.

Perry TWP trustees will be taking bids for hauling slag,limestone, gravel and ash for one year to Perry TWP garage.  The garage is located at 182 Amsterdam Rd. BID NOTICE

PETROLEUM DIESEL FUEL

The Board of Commissioners of Carroll County will accept bids up to and open them at 9:00 a.m. on Thursday, March 14, 2024 at the office of the Carroll County Engineer located at 200 Kensington Road NE, Carrollton, Ohio 44615, for furnishing 87 octane unleaded gasoline, premium grade off-road diesel fuel, and premium grade on-road diesel fuel to be delivered to the Carroll County Highway Garage located at 200 Kensington Road NE, Carrollton, Ohio.  The bids are to run from May 1, 2024 to April 30, 2025.

The successful bidder shall furnish to the County product information and specification sheets for the products to be bid:

1) 87 octane unleaded gasoline

2) Premium grade off-road (dyed)diesel fuel

3) Premium grade highway/on-road (un-dyed)diesel fuel. 

The bid margin shall include all of the supplier’s costs, freight costs to their facility and delivery to location, as well as all PAT (Petroleum Activity Taxes, etc.), overhead and profit required.  The bid margin price, per gallon, shall be firm for the entire term of this contract. 

For the term of this contract, the benchmark price for each product will be determined as follows:

-The Unbranded Low Price, as set at 10:00 AM and listed for the day of delivery of each product to each entity on the daily OPIS price report for the Akron / Canton Market Area.

-Supplier to submit the Fuel Cost Calculation Sheet provided by the County (Sample Attached) along with the OPIS Daily Price Report for each day gas or fuel is delivered.

In accordance with Section 6416 of the Internal Revenue Code, suppliers will assume the responsibility of filing of the federal gas tax refund or tax credit rather than passing it on to the County.

All products are subject to inspection/testing and approval as deemed necessary by the Carroll County Engineer.  The expense of the inspection/testing is to be the responsibility of Carroll County if the product passes all tests.  If the product fails said test then the cost is to be the responsibility of the bidder.

The Board of Commissioners reserves the right to waive any formalities, accept or reject any or all bids, and to determine the lowest and/or best bid. Eligible suppliers will be selected based on the information provided on the bid form and from the specification sheets provided.

All bids shall be on the “BID FORM” provided, shall be signed and include a Delinquent Taxes Affidavit.  All bids must be sealed and plainly marked “BID –PETROLEUM FUEL PRODUCTS” and mailed or dropped off to the Carroll County Engineer’s office as noted in the first paragraph above.
