Request for Qualifications
The Carroll County Engineer’s Office is seeking a qualified engineering firm to provide construction administration and inspection services for a bridge project to be constructed in 2024. This project is a federal-aid design-build project bid in May 2023, known as CAR CR 14 2.39, PID# 117375. A low bid of $1,455,228 was awarded to U.S. Bridge of Cambridge, Ohio. DGL Consulting Engineers of Maumee, Ohio has partnered with U.S. Bridge to form the design-build team. Design plans are currently nearing Stage 2 submittal. The project will include the installation of a new steel beam bridge with reinforced concrete composite deck on integral reinforced concrete stub abutments with piling foundations. The project will also include removal of the existing steel truss and stone abutments, earthwork, bridge railing, guardrail, approach slabs, paving, and pavement markings. This project is located on Arbor Rd., C.R. 14, over Still Fork Creek in Augusta Township.
Construction management services will include: on-site observation, daily logs, documentation of pay quantities; contractor DBE monitoring; prevailing wage documentation; material testing, certification monitoring, and acceptance; maintenance of traffic documentation; claims/change order review and processing; review of project schedules and submissions. Firms submitting a Statement of Qualifications (SOQ) must currently be Ohio DOT prequalified to provide construction administration and inspection services, and possess a valid certificate of authorization from the Ohio Board of Engineers and Surveyors.
Statements of Qualifications should include: information regarding the firm’s history, education and experience of owners and key technical personnel who will be assigned to the project; the technical expertise of the firm’s current staff; the firm’s ODOT prequalification; the firm’s experience administering and inspecting similar projects; availability of staff; the firm’s equipment and facilities; references; firm’s experience with Federal/Local LPA projects and procedures (construction administration, inspection, materials management, as required).
Based on the SOQ, the County will shortlist a minimum of three firms. These firms will be notified and provided with an opportunity to submit a five-page (max) technical proposal explaining their approach to the project. The requirements for the proposal as well as a scope of services will be provided to those firms selected for the shortlist. The County will base its final selection on the SOQ and the technical proposal. As required by Ohio Revised Code §153.65-71, responding firms will be evaluated and ranked in order of their qualifications. A points-based criteria will be used to determine ranking order. Following this evaluation, the County will enter contract negotiations with the most highly ranked firm.
