Plans change – BOE receives go-ahead to transfer Augusta, Dellroy school campuses to townships

Carrollton School Board members voted to dispose of the Dellroy and Augusta campuses by public auction during the May 12 video meeting.
Two days later, Superintendent Dr. Dave Quattrochi told the Messenger the resolutions will be rescinded at the next board meeting.
“We have been working with the Ohio Facilities Construction Commission (OFCC) and they were uncertain how or if we could transfer the properties to township trustees in Monroe and Augusta townships,” Quattrochi stated. “After speaking with the board attorney, we learned as long as the townships pass a resolution stating they are interested in a private sale with the district and present the resolution to the board, the board can pass a resolution to sell.”
The board’s resolution will note they (board) were contacted by the townships and there will be no public auction.
Quattrochi added the concern involved transparency and differing opinions regarding the legality of the sale.
“It has taken awhile, but we determined the board can act on the resolution for the property,” he added. “The board feels since we centralized the district, it would be a good gesture for the two townships.”
Quattrochi said it appears the properties will be potentially used for recreational purposes.

In an unrelated matter, the board met in a brief executive session session with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action.
Before the session, Board President Rose Seck said, “There may be action.” The board approved a resolution to refund payments made for the senior New York City trip. According to a May 7 Facebook post by the district, Quattrochi told senior parents “he had talked to Ted Street from Main Street Tours regarding a full refund of all students…According to Mr. Street, his company does not have the available cash to refund our students…”
Dr. Quattrochi stated, “This is completely unacceptable. Please understand that the district has tried diligently to secure refunds for our families.”
An addition to the post said, “Mr. Street has been in contact since this post…The district has received a partial refund.”
The total refund will be $48,169.75, which includes a $16,000 partial refund from Main Street Tours.
In other business, the board:
-APPROVED the list of eligible graduating students, pending successful completion of all requirements. Member Wendy Gotschall abstained.
-ADOPTED the District Stategic Plan.
-AUTHORIZED the district to join the Alliance for High Quality Education for the first quarter of the fiscal year 2020-2021.
-AWARDED a supplemental contract for 2020-2021 to Ursela J. Mehno as the summer programs coordinator.
-HEARD board members wish the senior students best of luck. Member Dan Ries told the seniors, “Think of the stories you will have to tell. I’ve been living off the blizzard of ’78 for 40 years.”
