Sale of Real Property 

at Public Auction

Minerva Local Schools

The Board of Education (“Board”) of the Minerva Local School District (the “School District”), will be holding a public auction for the sale of approximately 6.9 acres of real property owned by the Board and located at 24604 State Route 30, West Township, Columbiana County, Minerva, Ohio, which is a portion of Columbiana County tax parcel number 79-50001.000 comprised of approximately 7.197 acres (the “Property”).

The auction will be held beginning at 6:00 p.m. on Monday, May 15, 2023 (with registration

beginning at 5:30 p.m.) and will be conducted at the School District’s Administrative Offices located at 406 East Street, Minerva, Ohio 44657.

Minimum Bid/Method of Sale: The sale shall be subject to a minimum opening bid of Twenty Thousand and no/100 Dollars ($20,000.00). The sale shall be made to the highest bidder, subject to the right of the Board to reject any and all bids. The high bidder may not withdraw his or her bid for a period of 30 days following the date of the auction. Only unconditional bids will be accepted.

Deposit: An earnest money deposit payable in cash or by cashier’s check to the Treasurer of the School District in the amount of $10,000 must be paid by the highest bidder immediately upon conclusion of the auction, to be held as security for faithful performance under the purchase contract offer to be signed by the high bidder immediately following the auction. The high bidder’s deposit will be applied toward the purchase price at closing or will be returned if the Board does not accept the bid.

Other Terms of Sale: After the auction is complete, the high bid is subject to Board approval. The Board has the right to reject any and all bids. If the Board approves the high bid, closing and possession of the Property by the high bidder (the “Buyer”) shall occur on a date mutually agreed upon between the Board and Buyer. The balance of the purchase price will be payable at closing. Buyer shall be responsible for any and all fees related to its purchase of the Property, including but not limited to, any due diligence of the Property, and all title, survey, recording, lot split and governmental fees. 

The Property also shall be sold with the restriction that the 3 baseball/softball fields (the “Ball Fields”) and park located on the Property shall be maintained by the Buyer, and any successors in interest or assigns, and the Ball Fields shall be made available to the Minerva youth baseball and softball leagues upon terms to be agreed upon between Buyer and the youth leagues. This restriction shall run with the land.

The following items and uses shall be prohibited on the Property and such restrictions shall run with the land:

1) Mobile homes

2) Scrap yards

3) Salvage yards or junk yards

4) Storage and/or parking of vehicles, whether such vehicles are operable or

inoperable.

The Property shall be sold on an “AS IS, WHERE IS” basis, with no representations or warranties of any kind given by the Board. The auction shall be further subject to all terms and conditions more specifically outlined in a Terms and Conditions of Sale document, which is available for review by prospective bidders.

PUBLIC HEARING SET

Carrollton-Carroll County Job and Family Services will hold Title XX hearings on the proposed Comprehensive Social Services Plans for October 1, 2023, through September 30, 2024, and October 1, 2024, through September 30, 2025. The hearings will be Thursday, April 27, 2023, at 9:30 am in the County Commissioners’ Chambers in the Courthouse.
